Peak One Parcel – 1st Town Meeting
Overview: This interactive Frisco Town Meeting, held on Saturday, October 27, 2007, was a forum designed to foster public engagement, discussion, and consensus in building a community vision for the future use of the Peak One Parcel. The community was gathered in order to participate in a collaborative process to consider alternatives for the use of the Peak One Parcel as a socially and environmentally responsible mixed-income housing community. This workshop is the first in a series of public meetings designed to incorporate the community’s feedback into the potential re-use of this site.
Introductions & Meeting Purpose: Mayor Pro Tem Bill Pelham started the meeting with a brief introduction and discussion on affordable housing. He identified affordable housing as an important issue in the Town of Frisco Master Plan, discussed the lack of sites appropriate for affordable housing in the Town of Frisco, explained the Peak One Parcel in context of the Ten Mile Basin Master Plan, explained the need for participation and consensus, and introduced participating consultants and county agencies. These participants included:
- Summit County Housing Authority (SCHA), the county’s guiding and funding body for affordable housing;
- Perry Rose LLC, the facilitator of the Peak One planning process; and
- Calthorpe Associates, the master planner and designer.
Bonnie Osborn spoke about SCHA’s work, defined and elaborated on “affordable housing” in the context of Summit County, communicated the need for affordability throughout the County and within the Town of Frisco, and addressed Frisco’s role in meeting affordable housing needs. Charles Perry of Perry Rose, the consultants retained by the Town of Frisco to facilitate the public planning process related to the Peak One Parcel, discussed Perry Rose’s experience as an urban planning and development firm with a track record of engaging communities in creating socially and environmentally responsible development plans which can then be implemented. Perry discussed the process as a series of public meetings to create a master plan for the Peak One Parcel. This collaborative process is to consider alternatives for the use of the Peak One Parcel as a socially and environmentally responsible mixed-income housing community.
Brandon Silar of Calthorpe Associates, the land use design consultants for the project, described Calthorpe Associates’ site planning and public engagement work, and the overarching design principles related to the site.
Community participants then discussed the Peak One Parcel in small group round-table discussions.
Small Group Discussions: For the “breakout” portion of the workshop, participants worked in randomly assigned teams of 8-12 people, with a facilitator. Each of the eight groups reviewed the base map and identified assets and liabilities, and priorities and constraints regarding the Peak One Parcel. Discussion topics included sustainability, building technologies, solar orientation, open space and trail connections, unit types and mix, human scale, traffic calming, parking and building character.
Group Summary Presentations: A spokesperson (or persons) from each of the eight small groups then presented their group’s key issues, areas of consensus, action recommendations and design priorities to all the meeting’s participants. Major topics included development considerations, open space, building type and mix, and infrastructure. Please refer to the attached matrixes matrices for more specific details.
Conclusion and Next Steps: Facilitator Charles Perry thanked participants for the insightful and constructive feedback received during this meeting. He also indicated that based upon feedback generated during this meeting, conceptual site plans (“concepts”) will be created. The second Town Meeting on the Peak One Parcel will be November 29, 2007. At this second meeting, the concept plans will be presented, and the community will have opportunity to provide a critical and constructive evaluation of the options.
