The Town of Frisco is releasing a text message survey starting on Wednesday, June 11, 2025 to a sample of Frisco voters to gauge voter support for increasing sales or lodging tax to fund infrastructure projects and trail, park, marina, and recreation projects. This survey will be open for three weeks, and voters are encouraged to respond to the survey and weigh in on Frisco’s future.
This survey is being conducted by Magellan Strategies, a trusted, professional public opinion research firm that measures resident and voter opinions with sentiment research, including scientifically valid surveys. Magellan was chosen by the Town of Frisco because of their extensive experience and commitment to high-quality, in-depth, professional opinion surveys designed to really understand community needs.
No decisions have been made about a potential ballot question, and Town Council is seeking community feedback before any decisions are made about putting a sales or lodging tax increase on the ballot. All survey responses will be anonymous, the survey is being released to a sample of Frisco voters, and aggregate survey results will be presented to Town Council during their July 22 Town Council meeting. Town Council would need to approve ballot language in August for a tax increase to be on the November 2025 ballot.
Why is this survey being released?
In early 2025, Frisco Town Council prioritized capital projects for the next ten years. These projects have grown out of a variety of plans that the community has shaped through their input, as well as the infrastructure needs that are customary to municipalities. The adopted 10-year plan and current budget do not allow the Town to expedite capital projects or prioritize unfunded capital projects currently not on the 10-year plan, which were identified by the Council and the community through various planning processes.

** Frisco lodging tax calculated using the sales tax outlined above, plus the 2.35% lodging tax and the addition of a 5% excise tax for vacation rentals or what is commonly referred to as an “STR”. This breaks down in the following way:
- 10.725% total tax on traditional lodging, which includes hotels, motels, inns, and bed and breakfasts
- 15.725% total tax on vacation home rentals or what is commonly referred to as an “STR”
- This includes a 5% “STR” excise tax approved by voters in April 2022.
- The 5% excise tax will be used towards workforce housing, as approved by voters.

Survey Questions
The survey will include questions that measure opinions regarding the following topics and issues:
- Measure the Town of Frisco’s job approval and service satisfaction levels.
- Measure the importance of individual Town services, initiatives, and amenities.
- Measure opinions of the Town of Frisco being fiscally responsible and spending taxpayer money wisely.
- Measure general voter support and opposition for sales or lodging tax increase to fund infrastructure projects and trail, park, Marina, and recreation projects.
- Measure voter support and opposition for a 4% lodging tax increase
- Measure voter support and opposition for a .5% sales tax increase.
Based on current revenue, a 4% increase in lodging tax would produce $1.6 million in increased revenue each year, and the .5% increase in sales tax would produce $1.7 million in increased revenue each year. An increase would potentially expedite projects already on the 10-year capital plan and to secure some of the funding for those projects that have been identified as priorities by the community but not yet funded.
