Street Design and Access Criteria

What is Town Right-of-Way?
Right-of-way is defined as a legal right established by usage/grant to use a specific route through grounds or property belonging to another individual. Town of Frisco right-of-way measure between 60-85 feet in width, and as a general guideline the Town uses 20 feet on each side of the pavement for public utilities, street maintenance, drainage, and snow storage. Please be aware that snow removal operations require use of the full width of asphalt and the 20 feet on each side of the street.
Utility Excavation/Right-of-Way Work Permits
Public Works issues all utility excavation and right-of-way work permit applications within the Town. Any contractor wishing to install utilities (water lines, sewer lines, cable, telephone, gas, and electric) within the Town of Frisco or perform any right-of-way work must first obtain an Excavation/Right-of-Way Work Permit. Utility excavation permits for excavations deeper than three feet are issued April 15 – October 31. Utility excavation permits for utility installations that are less than three feet deep, and wholly contained within private property, are issued year-round. All excavations must be performed in accordance with the Town of Frisco’s Excavation Ordinance, Chapter 87.
Utility Excavation/Right-of-Way Work Permit Details
- Download the Utility Excavation and R-O-W Permit Application, complete the application, and email it to Excavations@townoffrisco.com. Copies are also available at the office of the Public Works Office Manager located at 102 School Road, Frisco, CO 80443.
- Requirements are specified in Chapter 87.
- All excavators and contractors must have a valid Town of Frisco business license and must provide a current Certificate of Insurance naming the Town of Frisco as additionally insured before the issuance of an Excavation/Right-of-Way Permit.
- Fees for permits are $200 for work on private and public property, and a bond may be required.
- Excavators must “call before you dig”. To request utility locates, call the Utility Notification Center of Colorado at 800-922-1987 or dial 811.
