Frisco Climate Action & Resiliency Plan – 2025
In October 2025, Frisco Town Council formally adopted the Frisco Climate Action and Resiliency Plan (CARP), the Town’s first comprehensive, Frisco-specific climate plan.
The CARP establishes a community-wide roadmap through 2050 to reduce greenhouse gas emissions, strengthen resilience to climate-related risks, and protect Frisco’s environmental, economic, and social well-being. The plan aligns with climate science and sets a pathway toward net-zero greenhouse gas emissions by 2050, with an interim target of a 54.6% reduction by 2030.
The plan builds on prior local and regional efforts and incorporates updated greenhouse gas inventories, climate vulnerability analysis, technical modeling, and extensive community engagement conducted in 2024.
Key Focus Areas & Strategies
Renewable Energy
Strategies focus on expanding access to renewable energy through community-scale solutions, on-site solar, and education. The plan emphasizes leveraging regional partnerships and utility programs to reduce reliance on fossil fuels and increase locally generated clean energy.
Building Energy
The CARP prioritizes building electrification, stronger energy codes, and community solutions to address building energy use, which represents the largest source of community emissions. Strategies focus on improving efficiency, reducing natural gas dependence, and supporting high-performance buildings over time.
Transportation
Transportation strategies center on alternative transportation and electric alternatives, with an emphasis on reducing single-occupancy vehicle trips, supporting multimodal travel, and accelerating the transition to lower-emission transportation options.
Waste
Waste-related strategies address both everyday waste and construction waste, focusing on reducing emissions from material disposal, increasing diversion, and supporting progress toward a more circular approach to resource use.
Natural Environment & Resilience
Strategies focus on preservation and restoration of natural systems and improving community resilience to climate impacts such as wildfire, flooding, extreme cold, and other climate-related hazards identified in the vulnerability analysis.
Equity & Collaboration
Equity is integrated throughout the plan, with strategies that prioritize underserved and low-income households, support community partnerships, and ensure that climate actions provide shared benefits across the community. Collaboration with regional partners, utilities, and local organizations is central to implementation.
The CARP is intended to guide Town policy, programs, partnerships, and capital investments over time. Implementation will occur through phased actions, ongoing monitoring, and future updates as conditions, funding opportunities, and technologies evolve.

Summit Community Climate Action Plan (2019)
Adopted in 2019, the Summit Community Climate Action Plan was developed by the Summit Climate Action Collaborative and adopted by participating jurisdictions, including Frisco. The plan established community-wide greenhouse gas reduction goals of 50% by 2030 and 80% by 2050, with strategies across renewable energy, building energy, transportation, waste, and forests to guide coordinated climate action throughout Summit County.
Energy Action Plan (2022)
Adopted in 2022 through Xcel Energy’s Partners in Energy program, the Frisco Energy Action Plan outlines strategies to reduce energy-related emissions and advance the Town’s commitment to 100% renewable electricity by 2035. The plan focuses on actions for residents, businesses and institutions, municipal facilities, and regional partnerships, emphasizing education, outreach, and participation in utility and regional energy programs.
EV Readiness Plan (2022)
Completed in 2022, the Summit EV Readiness Plan provides a roadmap to prepare Summit County communities for increased electric vehicle adoption. The plan identifies EV adoption targets, charging infrastructure needs, and policy strategies to support a transportation system that is electric, shared, and human-powered, serving residents, workers, and visitors.
Climate Equity Plan (2023)
Released in 2023, the Summit Climate Equity Plan centers equity in local climate action by identifying barriers faced by low-income households, renters, and frontline workers. The plan recommends strategies to ensure that climate programs—such as energy efficiency, clean energy, transportation, and waste reduction—are accessible, affordable, and inclusive, so the benefits of climate action are shared across the community.
