Elevated Community Health Presentation

Elevated Community Health presented an update to Town Council, including the services they provide, current challenges in the community, and an update on their pediatric dental practice.

Elevated Community Health Update

Elevated Community Health CEO, Josh Cogdill, and Interim Vice President of Strategic Operations, Sarah Dayton, provided an update on Elevated Community Health’s impact on the Summit County community.

Elevated Community Health Patient Trends

Summit County ranks in the top two statewide for its rate of uninsured residents.

  • There has been steady growth year over year in patients since 2019.
  • Almost half of the patients are uninsured.
  • Serves a large student population due to the number of school-based health centers.

Update on Pediatric Dental Practice

In September of 2025, Elevated Community Health preserved the region’s only pediatric dental practice to ensure that more than 1,200 children annually could continue to receive care locally.

Current & Ongoing Efforts

  • New & Innovative Programs:
    • Work Based Health Center at Copper Mountain
    • Elevated Essentials – created to accommodate residents to bridge the gap between income and accessibility to healthcare for those who struggle to afford insurance on the open market for themselves or employees, approximately 58 businesses and an additional 130 individuals are enrolled. This plan offers à la carte access to primary care, dental, and behavioral health services.
  • Increased marketing to assure patients that their info is secure.
  • Pediatric office to decrease barriers to care.
  • Hired additional Grant Coordinator to increase number of applications submitted and doing whatever they can to advocate for additional funding.
  • New Electronic Health Record to improve provider efficiency and improve patient experience.

Council Discussion During Elevated Community Health’s Presentation

Council had questions about services being reduced or cut if there is a loss or decrease in funding. Elevated Community Health staff noted that the continuous rising cost of living in Summit County makes things challenging to keep up with demands for both patients and employees. They assured council that they are working to find creative solutions to address such concerns.

2025 Fiscal Year Audit Presentation

As required by the Town Charter, the Town of Frisco undergoes an annual independent financial audit conducted by a certified public accounting firm. The 2025 audit, performed by McMahan and Associates, included an audit of the Town’s financial statements and internal controls.

The Town received an unmodified opinion—the highest level of assurance from McMahan and Associates LLC, as detailed in Section A of the report. This reflects the Town’s continued commitment to sound financial management and transparency, which is mirrored in the Town’s receipt of the Government Finance Officers Association of the United States and Canada (GFOA) Certificate of Achievement for Excellence in Financial Reporting every year since 2009.

Proclamation

July has been designated as Park and Recreation Month in the Town of Frisco, Colorado.

Recognition

The Honorable Judge Ronald Carlson was recognized by Mayor Pro Tem, Elizabeth Skrzypczak-Adrian, for his 30 Years of Service as the Town of Frisco Municipal Court Judge.

101 West Main Housing Agenda Items

The Town of Frisco is currently working with the NHP Foundation (NHPF) on two affordable housing projects, located at 101 W Main and 602 Galena. Recognizing the strong need for all housing types and rental rates within Frisco, the Town has focused on ensuring that the two projects provide a range of affordable housing options to the community. The 101 West Main project is projected to move forward in 2026 with 52 rental units at an income range of 30%, 50%, and 80% of the Summit County area median income.

The Town has been working with NHPF since early 2023 when staff from NHPF approached Town staff and Council about affordable housing opportunities in Frisco. The mission of NHPF is to “preserve and create sustainable, service-enriched multifamily housing that is affordable to low- and moderate-income families and seniors, and beneficial to their communities.” This mission aligns with the Council’s strategic plan to support a thriving economy by increasing workforce housing and enhancing community inclusivity by offering a variety of housing types to support year-round residents.

Overview of the July 14 Agenda

Town staff brought forward one Council agenda item and four items on the Frisco Community Housing Development Authority agenda that concerned the affordable rental housing development at 101 West Main.

In summary, all the 101 West Main agenda items are doing one of three things:

  1. Providing accommodation for the two outside, main lenders on this project, by putting the Town in a subordinate position as a lender on this project if there were ever to be a foreclosure.
  2. Accommodating transfer of development rights, obligations, leases, and development agreements to the final development entity, which is known as West Main Apartments, LLLP.
  3. A 2nd Ordinance reading regarding changes to the previously approved Ground Lease.

Council Decision

Town Council approved Ordinance 26-12 on second reading, and the Frisco Community Housing Development Authority approved all associated documents. 

Frisco Town Council Meetings: Ways to Participate

Frisco Town Council meetings are available to view via Civic Plus Resident Portal, Zoom, and YouTube, and are also held in person to make Town Council meetings easier to access for everyone.

The public can provide comment during meetings via Zoom or in person (not on YouTube), and a public comment period will be available at 7:00pm; during the consideration of ordinances; and at the discretion of Town Council during work session items, which are discussions that don’t require a formal vote by Town Council and do not require public comment. Again, this hybrid approach is intended to make Town Council meetings more accessible.
