Utility Excavation/Right-of-Way Work Permits

Public Works issues all utility excavation and right-of-way work permit applications within the Town. Any contractor wishing to install utilities (water lines, sewer lines, cable, telephone, gas and electric) within the Town of Frisco or perform any right-of-way work must first obtain an Excavation/Right-of-Way Work Permit. Utility excavation permits for excavations deeper than three feet are issued April 15 – October 15. Utility excavation permits for utility installations that are less than three feet deep, and wholly contained within private property, are issued year-round. All excavations must be performed in accordance with the Town of Frisco’s Excavation Ordinance, Chapter 87.

Online Permit Applications

The Town of Frisco Public Works is committed to working with contractors to provide modern, efficient ways to submit both ROW and Excavation permit applications, which can now be submitted online through CommunityCore. Requirements are specified in Chapter 87 of the Town’s excavation code.

All excavators and contractors must have a valid Town of Frisco business license and must provide a current Certificate of Insurance naming the Town of Frisco as additionally insured before the issuance of an Excavation/Right-of-Way Permit.

Fees for permits are $300 for work on private and public property; a minimum $1,000 bond may be required. Payments for excavation fees can be made by credit card.

Excavators must “call before you dig”. To request utility locates, call the Utility Notification Center of Colorado at 800-922-1987 or dial 811.

Online Permit Process

  1. Request your CommunityCore login by emailing the Public Works department.
  2. Once you have your login information, submit your application through CommunityCore and upload all pertinent documents in PDF format. Consult the submittal requirements document for the specific application to know what is required.
  3. Public Works staff will review your application for completeness and will email you in at least five business days.
  4. Login to CommunityCore to make payment with a credit card or EFT.
  5. After payment, Public Works will release your approved permit.
  6. Inspections may now be requested online through CommunityCore. You can access the permit and inspection card in CommunityCore through “Documents”. These two documents must be posted at the construction site for the inspector to access.

Preparing to Submit a Permit Application Online

Please ensure you prepare the following, prior to submitting online:

  1. Know what application which you are submitting. If you have questions, please email
  2. Know the technical information specific to your application.
    • You will need:
      • A fully submitted permit application which is completely filled out
      • Certificate of Insurance (naming TOF as an additional Insured)
      • Performance Bond – 2 Year
      • Certified Traffic Control Plan
      • Site/Utility Plan
      • Must show a proposed start and end date
      • Verify approved work identified is not taking place during a state/federal holiday and/or on a Saturday/Sunday
  3. Make sure you submit a complete application to avoid delays of the reviewing process.
  4. The Town does not require a contractor’s license; however, all contractors conducting work in the Town of Frisco are required to have a current Town of Frisco Business License.

When Working on Your Application

  • Skip over the “Category” field as it will pre-populate based on what you enter as “Permit Type”.
  • On the Jobsite Address, always click on “Look Up Address” and be sure to use the “GIS” tab, then enter at least 3 digits of the address. For example, if the address is 87 Hawn Drive, you would need to enter the numbers 87 and a space for the address to prepopulate, then click on the address that prepopulates – this will ensure you are using the most up to date Summit County records.
  • You will not be creating a project, so ignore that.
  • If you run into any problems, there is a chat feature which you can access by clicking on the ellipsis (…)  in the upper right corner by your initials. You chat directly with a representative within minutes who can help you with any issues.

Water, Sanitation, and Other Utilities

Water Inspections

The Water Department performs all inspections of water lines and meter assemblies for newly constructed homes and businesses (please refer to the Town of Frisco’s Water Construction Standards). All Water related inspections must be scheduled through the Administration Department and all inspections require a 24 hour notice; please call the Public Works Office Manager at 970-668-0836 to schedule an inspection.

Water Tap Fees

All water tap fees are calculated by the Administration Department following Water Ordinance 19-07. Beginning October 1, 2020, One (1) Capital EQR (tap) increases 10% annually on the same date. Currently One EQR = $7,320.50, which will increase April 1, 2026 to $10,475. A single-family residence is “tapped” at one (1) EQR. The Department requires a full set of plans to calculate the tap fee.

Water Meters

You must purchase your water meter from the Town of Frisco. Please contact the Public Works Office Manager at 970-668-0836 for pricing and pick-up.

Sanitation (Sewer) Services

The Town of Frisco’s sanitation (sewer) service is provided by the Frisco Sanitation District which is a special district not operated by the Town. You may contact the Frisco Sanitation District at 970-668-3723.
