Process for Asking for Water Service Outside of Frisco Town Boundaries

In 2023, staff created a clear process for water requests outside of Frisco Town boundaries. The process was created to protect the Town’s water rights, ensure that there will be a sufficient supply of water for the community’s needs, and created an application for out-of-town requests.

This process allows property owners to formally apply to the Town for water connections outside of Town boundaries and gives staff and Council criteria to either approve or deny such requests and set requirements for service. Those seeking to apply for an Extra Territorial Water request must complete the following steps:

  1. Property owners must apply through the Extra Territorial Water Application
  2. Applicants will be assigned a fee based on a fee structure set by the Town.
  3. The property owner will need to provide water rights or cash-in-lieu of water rights and those fees will be determined by the Town.
  4. Written confirmation from the Frisco Sanitation District that the property will be connected to and served by the wastewater treatment system operated by the sanitation district.
  5. All expenses related to connecting to Frisco’s water service must be paid by the owner or developer of the property.
