Frisco Plans & Initiatives
The Town of Frisco uses planning processes to gather community input and create clear strategies that reflect the community’s vision—for everything from parks to housing. These efforts also support Frisco’s state-mandated Comprehensive Plan, which guides future growth and is informed by the Town’s other more specific planning processes.
It’s important to note that putting these plans into action often depends on available funding. While the Town maintains a 10-year capital plan, many proposed projects must remain unfunded due to budget limitations and subsequent need to prioritize.

Frisco Strategic Housing Plan
Frisco recognized the need for a Frisco focused Strategic Housing Plan to responsibly invest future community resources to better support Frisco’s community members and businesses, workforce housing needs.

Downtown Complete Streets Plan
On March 22, 2022 Town Council adopted the Complete Streets Plan. The Plan has been driven by a strong community engagement component that began with a three-day design charrette held in September 2021. Over 150 community members took part in the charrette which included drop-in listening sessions, stakeholder interviews, an open design studio, and two public open houses intended to educate attendees about the planning process and solicit feedback on issues and opportunities for the downtown street network.

National Community Survey for Town of Frisco
The National Community Survey™ (The NCS), a collaborative effort between National Research Center, Inc. (NRC) and the International City/County Management Association (ICMA), was developed to provide communities an accurate, affordable and easy way to assess and interpret resident opinion about important local topics.

Parks Master Plan
This plan will serve as a guide for future investment and improvements for four of Frisco’s community parks including Pioneer, Meadow Creek, Walter Byron, and the Old Town Hall & Community Center Parks.

Trails Master Plan
This comprehensive trails plan for Frisco and the surrounding area ensures the strategic implementation of trail development and improvements to achieve the community’s vision for trails, community connectivity, and recreation corridors.

Frisco Nordic Center Master Development Plan
The 2019 Frisco Nordic Center Master Development Plan (MDP) provides a detailed assessment of existing facilities and operations at the Frisco Nordic Center, as well as a comprehensive overview of planned elements within the Nordic Center’s US Forest Service Special Use Permit (SUP) area.

Frisco Bay Marina Master Plan
The Master Plan provides a long term vision for the Frisco Bay Marina based on community input, while also defining actionable steps for implementing improvements to meet short term needs.

Peninsula Recreation Area Comprehensive Vision & Project Implementation Plan
The plan creates a long-term vision and plan that will position the Town to manage these resources and funds in such a way that the Peninsula Recreation Area (PRA) and surrounding areas can grow and be managed to the highest level of economic, social, and environmental sustainability for future generations to come.

Frisco Water Efficiency Plan & Programs
The Town of Frisco community master plan identifies common community values and establishes shared quality of life policy statements. With a stated goal “to protect the quality and health of the natural environment in Frisco and surrounding areas, our strategy includes protecting water quality and quantity.

Frisco Arts & Culture Plan
The Frisco Arts & Culture Plan expresses the vision for arts and culture in Frisco: We are connected to each other through the art we see, hear, and experience and the culture we create together and established the Frisco Arts & Culture Council to achieve these goals.
