Applications for The Scout Apartments in Downtown Frisco Open Friday, August 14

The Town of Frisco is pleased to announce the availability of new workforce rental housing, The Scout, located at 602 Galena Street in Frisco. The NHP Foundation partnered with the Town of Frisco to build a 54-unit apartment building just a block from Frisco Main Street.  The building is anticipated to be ready for residents in September 2026.

From August 14–20, people who work 30 or more hours a week in Frisco town boundaries will receive priority if they apply by August 20. Following this priority window, any remaining units will open to the broader Summit County workforce who work 30 or more hours in Summit County.

Apartments at The Scout Rental Opportunities and Rates

The Scout is dedicated to the local workforce who work a minimum of 30 hours per week on an annual basis in Summit County, and rents are capped at 120% of the area median income (AMI). Property management, including the rental process, is being administered by Asset Living Property Management on behalf of the project developer, the NHP Foundation (NHPF).

Rental rates:

  • Studios (22 units): Beginning at $2,001/month
  • 1-Bedroom (20 units): Beginning at $2,223/month
  • 2-Bedroom (12 units): Beginning at $2,660/month

Information regarding the property, floor plans, and the rental application may be found through the button below or at TheScoutFrisco.com.  Workforce in Town of Frisco boundaries will receive priority until August 20, 2026.

  • Applications from workforce in Summit County boundaries will be considered starting August 21 until all apartments are filled.
  • Move in as early as September 2026.

Background

In 2022, the Town of Frisco, with $1 million in financial support from Summit County, bought a parcel of land housing State offices at 602 Galena Street. Subsequently, in 2023 the Town of Frisco was approached by the NHP Foundation (NHPF) about partnering on affordable housing opportunities in Frisco. The mission of NHPF is to “preserve and create sustainable, service-enriched multi-family housing that is affordable to low- and moderate-income families and seniors, and beneficial to their communities.” This mission aligns with the Council’s strategic plan to support a thriving economy by increasing workforce housing and enhancing community inclusivity by offering a variety of housing types to support year-round residents.

NHPF purchased a site on Frisco’s Main Street for a low-income housing development, and then the Town subsequently asked if NHPF could do a coordinated development, creating “missing middle” housing on Galena Street for workers, in addition to building low-income housing at 101 West Main Street in Frisco. Recognizing the significant need for all housing types and rental rates within Frisco, Town Council has focused on ensuring that these two projects offer a range of affordable rental housing options to the community. The 602 Galena, The Scout, project began in June 2025 with 54 rental units at an income rate of 120% of the Summit County area median income. The project at 101 West Main Street, The Bella, began in the summer of 2026 and will offer 52 rental units, ranging from 30%-80% AMI.

The Town of Frisco has invested $8.1 million in The Scout in addition to the land purchase. The Department of Local Affairs’ More Housing Now program and Strong Communities program also provided the Town of Frisco with a combined $2.8 million in grant funds to build the infrastructure around the site. Using these grants, the Town started the infrastructure work in May 2025.

In addition, this project was supported by the Middle-Income Housing Authority (MIHA) which was formed in 2022 by the Colorado State Legislature. MIHA is a special purpose authority independent from the state whose purpose is to promote affordable rental housing projects for the middle-income workforce throughout Colorado. MIHA issued $18.6 million in 501(c)(3) bonds for Galena Apartments; its first bond transaction since its inception in 2022.
