Building Permits & Inspections
In August 2024, the Town of Frisco Building Division was dissolved, and the Building Division’s responsibilities were taken on by a trusted and respected third party contractor, Comprehensive Building Code Services, LLC, which the Town had already been utilizing. This third party continues to work closely with the Planning Division, and projects must still obtain both planning and building approval if required by code.
- Sometimes this approval will require two separate applications
- All building (not technical) projects must obtain both Planning and Building approval.
The Town will continue to utilize the same process for planning and building permits, including the CommunityCore platform. This decision to make a change in the Community Development Department, away from a Building Division and to a third party contractor, was only possible after deep consideration and thoughtful evaluation, and this change was made to enable the Town to provide timely and efficient services to our community.

Building Permit Process and Reviews
Sometimes this approval will require two separate applications; please look at the Planning Department’s applications page to see if your project requires a separate application. The building permit process is organized to help ensure projects meet minimum standards for safeguarding health, safety, property, and public welfare as those buildings are used and occupied. The process includes reviewing designs and plans for compliance with adopted codes, issuing permits that authorize approved work, inspecting new construction for compliance with approved plans and adopted codes, and issuing Certificates of Occupancy authorizing use and occupancy of buildings.
The adopted building construction codes are developed as the minimum requirements to safeguard the public health, safety, and general welfare. These safeguards are in the forms of requirements structural strength, stability, adequate means of egress, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the built environment.
Please note that the Town of Frisco will continue to accept credit/debit cards for all permit fees.
Board of Appeals
The Town of Frisco Board of Appeals (BOA) is established by Chapter 4 of Frisco Town Code of Ordinances. The BOA meets on an as-needed basis to hear appeals regarding Building Inspection violations.
The Board of Appeals consists of three members appointed by the Council for three-year terms. Members of the Board must be residents or business owners in the Town of Frisco and are qualified by experience and training to pass upon matters pertaining to building construction.
