Town Council Vacancy Information & Application

On Monday, January 13, 2025, Frisco Councilmember Lisa Holenko resigned from Frisco Town Council, due to the many changes in her personal life, including the recent and tragic death of her husband and beloved community member, Doug Robinson. Councilmember Holenko served on Frisco Town Council since April 2022 and owned Next Page Books for nine years. Councilmember Holenko brought a deep respect and passion for Frisco to her position on Frisco Town Council, and while on Council, she expressed a steadfast advocacy for local businesses, workforce housing, sustainability, arts and culture, equity, and preserving Frisco’s quality of life for generations to come. 

Next Steps

During the Tuesday, January 14 Frisco Town Council meeting, Councilmembers expressed their appreciation for Councilmember Holenko’s contributions to the Frisco community, as well as discussing next steps to fill the now vacant Town Council seat. When a Councilmember resigns during their term, Council has the choice to call a special election or to appoint a resident to the vacant Town Council seat within 45 days.

After discussion, Council decided to move forward with an appointment process, rather than a special election, and Council subsequently gave staff direction to start the appointment process immediately. The successful candidate will serve out the remainder of the Councilmember Holenko’s term until April 2026. Council gave staff direction to move forward with an online application that will require a letter of interest and ask general questions regarding candidate length of residency, reasons for interest in serving on Frisco Town Council, and professional background and experience. Council will also be requiring all candidates to submit a candidate petition with 25 qualified signatures, just as they would need to in preparation for an election.

Appointment Timeline

Town Council agreed to the following candidacy timeline:

  • January 15 after noon- Informational candidacy packets available to the public at Frisco Town Hall at 1 Main Street, and the application is available below.
  • February 5 by 5:00pm- Application along with letter of interest and petition are due.
  • February 6-7- Cure period for petitions.
  • February 11- Council meeting for application review and interviews.
  • February 25- Last regular meeting within the required 45 days and when Town Council makes candidate selection.
  • March 11- Swearing in and first meeting for the new Councilmember

Candidate Eligibility

Residents who have resided within Frisco town limits for one year, who are 18 years of age or older, who are registered electors in the Town of Frisco, and who are citizens of the United States are eligible to be appointed to Frisco Town Council. Unincorporated areas of Frisco such as, but not limited to Bill’s Ranch, Evergreen, Frisco Heights, Frisco Terrace, Giberson Tract, Ophir Mountain, Wiborg Park, Farmer’s Korner, and Copper Mountain, are not a part of Frisco town limits, and therefore, residents in those areas are ineligible for service on Frisco Town Council.

  • By February 5, 2025 at 5:00pm, candidates must fill out the online application below, which includes a link to upload a required letter of interest.
  • Candidates must also pick up a candidate packet, which includes a candidate petition that must be filled out with 25 signatures from registered Town of Frisco electors. This petition must also be submitted by February 5, 2025 at 5:00pm.

This online application, along with a letter of interest, are required for any person applying to fill this Frisco Town Council vacancy. This application, along with a letter of interest (there is a spot in the application to upload a letter, is required and due by February 5, 2025 to be considered as a candidate. Candidates are also required to pick up an informational packet and petition at the front desk of Frisco Town Hall at 1 Main Street. A petition, along with this online application and letter of interest, are all due on February 5, 2025.
