Tap Fees

All water tap fees are calculated by the Public Works Administration Department following Water Ordinance 19-07.

  • One (1) Capital Equivalent Residential Unit (EQR) or commonly known as “tap”. A single-family residence is “tapped” at one (1) EQR. Retail/commercial and other uses follow a separate formula.
  • The Public Works Department requires a full set of plans to calculate the tap fee.
  • One EQR or “tap fee” is $6,926.66 as of October 1, 2023.
  • Tap fees will increase by 10% annually on October 1st of each year through October 1, 2024.

Water Use Fees

In order to comply with State of Colorado mandates and to reduce water waste, the Town of Frisco uses a metered water billing system. Meters are installed in all Frisco properties and are required in any new construction.

Water Rate Increase on October 1 of each year through October 2024

Frisco Town Council approved a water rate and tap fee increase in June 2019, after two years without any increases. The proposed increases were approved in order to properly budget and plan for anticipated capital improvements, keep up with rising operating expenses and encourage conservation. Currently, Frisco has the second lowest tap fees in Summit County and the lowest water rates. Concurrently, Frisco Town Council also approved a generous new water efficiency and conservation program to benefit our customers who want to improve their own personal water infrastructure.

The following water rates will increase by 5% annually on October 1st of each year through October 1, 2024.

Base Rate As of October 1, 2023

The base rate of $54.69 per EQR will be billed quarterly in arrears. EQR stands for “Residential Equivalent” and represents one water tap assigned to a single family dwelling inside the Town limits. Water use will be billed as an additional amount added to the $54.69 base rate according to the follow calculation guide.

Tiered Water Use Rates As of October 1, 2023

  • Tier 1 – 1 to 8,000 gallons: $1.37 per 1,000 gallons
  • Tier 2 – 8,001 to 16,000 gallons:  $2.72 per 1,000 gallons
  • Tier 3 – 16,001 to 50,000 gallons: $4.86 per 1,000 gallons
  • Tier 4 – 50,001 or more gallons: $6.08 per 1,000 gallons

Billing & Payment Policies

Water billing is handled by the Town’s Finance Department.

  • Meters are read quarterly at the end of March, June, September and December.
  • Bills are mailed the first week of April, July, October and January.
  • Due Date: The last day of the billing month.
  • Finance Charge: 18% annual, 1.5% monthly on the total past due balance.
  • Late Payment Fee: $5
  • Shut Off Notice: Accounts 60 days past due – $10 fee
  • Shut Off Notice Posted on the Property: $50 fee
  • Water Service Reinstatement: $100 fee
  • Payment Options: US Mail (P.O. Box 4100, Frisco, CO 80443), Drop Box in Town Hall (1 Main St, Frisco, CO 80443), Direct Pay from Checking Account, On-Line Credit Card/Checking Account and phone-in credit card (970-668-9136).

The Town of Frisco has partnered with Xpress Bill Pay where you can not only pay your current water bill, but also see your water bill history and use that information to calculate the impact of the 5% rate increase in the 4th quarter.
